Understanding Types of Global Citizenship of Indonesia (GCI) for Global Diaspora

Global Citizenship of Indonesia introduced as a specialised immigration pathway, the programme provides former Indonesian citizens and their descendants with an opportunity to return, reside, and contribute to Indonesia’s economic, social, and national development.

Through several dedicated visa categories, the GCI programme supports permanent residency, encourages investment, attracts highly skilled professionals, and strengthens Indonesia’s connection with overseas Indonesians through their family ties and historical links to the country. Whether you are a former Indonesian citizen, one of the second-degree descendants of an Ex-WNI, or a specialist invited by the Government, understanding the available GCI visas is essential before planning your relocation.

Applications are processed through Indonesia’s eVisa system, allowing eligible applicants to complete much of the immigration process electronically before arriving in Indonesia.

What is a Global Citizenship of Indonesia (GCI)?

Global Citizenship of Indonesia (GCI) is a long-term immigration initiative that allows eligible former Indonesian citizens (Ex-WNI) and their descendants to obtain a Permanent Stay Permit (ITAP) through designated immigration categories.

Rather than granting Indonesian nationality or restoring Indonesian citizenship automatically, the programme provides a legal pathway for eligible individuals to obtain permanent residency in Indonesia while maintaining their existing foreign citizenship, subject to prevailing immigration regulations.

Unlike many conventional visa categories, GCI visas are specifically designed for individuals with historical or ancestral family ties to Indonesia.

It is important to note that the programme is distinct from citizenship for adults through naturalisation and should not be confused with Indonesia’s dual citizenship policies.

Legal Basis for GCI Visa

The Global Citizenship of Indonesia programme forms part of Indonesia’s evolving immigration framework to attract global talent and reconnect with overseas Indonesians.

The programme is administered by the Directorate General of Immigration under the Ministry of Immigration and Corrections, supported by implementing regulations governing permanent stay permits, repatriation visas, and immigration sponsorship.

Applications are submitted through Indonesia’s integrated eVisa system, with additional documentation reviewed by the relevant immigration authorities.

Applicants should ensure they meet both the immigration requirements and any applicable investment or sponsorship obligations before submitting their application.

Global Citizens of Indonesia: Who’s Included?

The programme is intended for selected groups with recognised historical or ancestral links to Indonesia.

Eligible applicants generally include:

  • Former Indonesian citizens (Ex-WNI)
  • First-generation descendants of former Indonesian citizens
  • Second-degree descendants of former Indonesian citizens
  • Individuals possessing specialised expertise invited by the Indonesian Government
  • Global professionals contributing to Indonesia’s strategic development

At present, the programme is not intended for every foreigner wishing to relocate to Indonesia. Likewise, foreign spouses of Indonesian citizens continue to apply through Indonesia’s existing spouse-sponsored visa and stay permit schemes rather than the GCI programme, unless they independently satisfy the GCI eligibility requirements.

Eligibility varies depending on the visa category selected.

What Can You Do with GCI?

A Global Citizenship of Indonesia visa provides eligible holders with long-term residence rights and greater flexibility compared to standard temporary stay permits.

Permitted Activities

GCI holders are generally permitted to:

  • Live permanently in Indonesia
  • Invest in Indonesia in accordance with prevailing regulations
  • Own eligible assets where permitted by law
  • Conduct approved business and investment activities
  • Travel in and out of Indonesia using their valid immigration status
  • Build long-term social and economic connections in Indonesia

Activities Not Permitted

The GCI programme does not provide political rights associated with Indonesian citizenship.

GCI holders are not entitled to:

  • Voting rights
  • Standing for public office
  • Holding political office reserved for Indonesian citizens
  • Automatic acquisition of Indonesian nationality

The programme therefore provides permanent residency rather than citizenship.

  • Former Indonesian Citizen ITAP

Selecting the appropriate immigration pathway depends on each applicant’s background, long-term objectives, and eligibility under Indonesian immigration law.

Frequently Asked Questions

Does GCI Mean Dual Citizenship?

No. Although the Global Citizenship of Indonesia programme allows eligible applicants to obtain permanent residency, it does not grant Indonesian nationality or create a dual citizenship scheme.

Applicants remain citizens of their existing country and retain their foreign citizenship. Likewise, GCI should not be interpreted as a pathway to citizenship for adults. Any future application for Indonesian citizenship would remain subject to Indonesia’s prevailing nationality laws.

Is There Any Available GCI Extension?

As GCI holders receive a Permanent Stay Permit (ITAP), extensions generally follow the renewal provisions applicable to ITAP holders under Indonesian immigration regulations.

Applicants should continue to satisfy the relevant eligibility requirements throughout their period of residence.

Can I Convert from an ITAS to Visa Global Citizenship of Indonesia?

In certain circumstances, eligible foreign nationals who currently hold an ITAS (Limited Stay Permit) may qualify to transition to a GCI category if they satisfy the applicable eligibility requirements.

The feasibility of conversion depends on:

  • Immigration status
  • Former Indonesian citizenship or ancestry
  • Government sponsorship (where required)
  • Compliance with immigration regulations

Professional assessment is recommended before commencing any visa conversion process.
