What Is Global Citizenship of Indonesia (GCI)?
GCI (Global Citizenship of Indonesia) is a lifetime stay permit (Izin Tinggal Tidak Terbatas) created for foreign nationals who can demonstrate genuine ties to Indonesia, including:
- Former Indonesian citizens (Ex-WNI / diaspora)
- First-degree descendants (children of Ex-WNI)
- Second-degree descendants (grandchildren of Ex-WNI)
- Selected individuals with special talents collaborating with the Government of Indonesia
Unlike KITAS or KITAP, GCI has no expiry on stay rights, no sponsor requirement, and does not require applicants to renounce their current citizenship.

GCI is not a general visa for all foreigners. It is strictly reserved for individuals with Indonesian lineage or recognised government collaboration.

GCI is divided into four main permit categories, each with specific eligibility and commitment requirements.
1. E32E – Former Indonesian Citizens (Ex-WNI)

- Valid passport (min. 6 months validity)
- Recent passport-sized photograph
- Proof of Indonesian origin or lineage:
- Old KTP / KK
- Former RI passport
- Birth certificate
- Family Card showing relationship
- Curriculum Vitae (CV)
- Proof of funds or income
- Investment commitment documents (bonds, shares, deposits, property, etc.)
- Statement agreeing to comply with Indonesian laws and to fulfil commitment within 90 days
For Investment-Based Commitments (If applicable)
- Evidence of government bonds / listed shares / mutual funds / deposits
- Property purchase agreements or preliminary contracts
- Bank statements from state-owned banks (for deposit-based commitments)

Frequently Asked Questions (GCI)
Can GCI holders buy property in Indonesia?
GCI does not grant special landownership rights. However, GCI holders may buy property under the existing foreign ownership framework, usually via Hak Pakai or strata-title apartments.
How much is the government fee (PNBP) for GCI?
Each GCI category (E32E, E32F, E32G, E32H) carries an official PNBP fee of IDR 34,800,000 per permit.
Is GCI suitable for foreign spouses of Indonesian citizens?
Only if the spouse is also Ex-WNI or a qualifying descendant. Most foreign spouses will use family-based KITAS/KITAP, not GCI.
Can KITAP be converted into GCI?
Yes, conversion is possible and may involve:
- EPO (Exit Permit Only)
- Data adjustment in the Immigration system
- Issuance of a new GCI stay permit
Do GCI holders still need MERP?
Yes. Although the stay is unlimited, a Multiple Exit Re-Entry Permit (MERP) is required for international travel and must be renewed every 5 years.
Can GCI holders work in Indonesia?
GCI holders can carry out non-contractual activities but cannot:
- Receive wages from Indonesian entities
- Work under formal employment contracts
- Engage in commercial activities as an employee
Does GCI lead to Indonesian citizenship?
No. GCI is a residency status, not a citizenship track. It does not grant voting rights, political eligibility, or nationality.
